Les rapports de force ne sont plus cantonnés dans une polarisation entre pays industrialisés occidentaux et ex bloc communiste, non plus entre Occident et Orient, mais bien entre raz-de-marée où figurent tout le Sud et tout l'Orient, Ex-URSS compris, d'une part et un bout de terre qui rétrécit comme peau de chagrin, Nord-Ouest qu'on appelait jadis Occident, de l'autre. Et le nier, serait faire preuve de nombrilisme nostalgico-colonial!
